We are working to assist "Hutchison Ports" to enter Port of Chornomorsk by the end of the year – Volodymyr Omelyan
“The Ministry of Infrastructure of Ukraine continues negotiations with strategic investors,” Volodymyr Omelyan, the Minister of Infrastructure of Ukraine, said during the meeting with the delegation of Hutchison Ports led by Mr. Clemence Cheng, the Executive Director of Hutchison Ports, which took place in Kyiv on May 15, 2017. The parties discussed prospects for Hutchison Ports, one of the world's largest port operators, to enter SE "Commercial Sea Port "Chornomorsk". The next day, on May 16, the delegation of Hutchison Ports visited SE "Commercial Sea Port "Chornomorsk" and, together with Nadiya Kaznacheyeva, Deputy Minister of Infrastructure of Ukraine, Raivas Veckagans, acting CEO of Ukrainian Sea Ports Authority (USPA) and Director of SE "Commercial Sea Port "Chornomorsk" discussed prospects for the implementation of the port’s strategic development plans, that imply increasing cargo volume, preservation of workplaces, introduction of advanced technologies in the port.
Volodymyr Omelyan noted that the Ministry is working on a draft Law on concession, which preliminary draft will be presented by the end of May. "Not only port operators, but also investors in other sectors have been looking forward to this draft Law. Therefore, our task is to draft a comprehensive document, that will boost Ukraine’s investment attractiveness and facilitate operations of the world's leading companies in our country," the Minister stressed.
Volodymyr Omelyan also said that the Ministry, together with the USPA and management of the port, are working to assist "Hutchison Ports" to enter Port of Chornomorsk by the end of the year.
"We want to restore foreign investors’ trust in Ukraine. Therefore, we suggest that all disputes be resolved through international arbitration. This should be an effective tool for the protection of foreign direct investment and eliminate any ambiguity in relations," the Minister of Infrastructure of Ukraine said.
