Volodymyr Omelyan took part in the Conference “Connecting Europe” and Ministerial Meeting of the Eastern Partnership

Volodymyr Omelyan, the Minister of Infrastructure of Ukraine, took part in the Conference “Connecting Europe” and Ministerial Meeting of the Eastern Partnership during the visit to the Republic of Estonia.

Volodymyr Omelyan informed European colleagues about the infrastructure priorities aimed at improvement of the EU – Ukraine connectivity and connectivity within the Eastern Partnership region.

According to the Minister of Infrastructure of Ukraine, one of the priority projects is the construction and reconstruction of Krakovets – Lviv – Uman – Odesa road (so called GO «Gdansk-Odesa» HIGHWAY PROJECT, connecting Baltic and Black seas).

“The project is relevant to TEN-T on the territory of Ukraine. It improves speed rate for cargo flows and cuts cargo delivery cost. The future highway will connect the Baltic Sea (Gdansk/Gdynia) and the Black sea (Odessa region) as a part of intermodal the Southern Silk Road route across the Black and Caspian seas bypassing Russia”, - stressed Volodymyr Omelyan.

Volodymyr Omelyan also met with Ms. Violeta Bulc, EU Commissioner for Mobility and Transport and Mr. Henrik Hololei, the General Director of the DG MOVE.

The Minister of Infrastructure of Ukraine stressed that the draft laws on Inland Waterway Transport; on Railway Transport; developed by the Ministry of Infrastructure of Ukraine, fully comply with the requirements of bringing the national legislation to the norms of EU legislation. “We have submitted these draft laws to the Parliament of Ukraine and I want to express the hope that mentioned draft laws will be adopted by the Verkovna Rada of Ukraine in 2017. This is extremely important with a view of the timeframes for implementation of the EU acquis provided for in the Annexes 17 and 32 of the Association Agreement”,-Volodymyr Omelyan said.

Volodymyr Omelyan informed that the transport industry of Ukraine is in the process of implementation of reforms in all areas: “The new Transport strategy up to 2030 is drafted. We expect that it will be approved in the fall of 2017. In the new Transport strategy we have provided new axes for the sector development, like digitalization, smart cities, green transport, energy saving technologies, which are the common trends throughout the Europe.”

The Minister of Infrastructure of Ukraine separately focused on the issue of road sector reform: “We established the Road Fund, decentralization of roads and for the first time we will allocate separate funding for road safety. An independent quality control of road works on national and international roads has been introduced. Next year it will be implemented on local roads.”

Volodymyr Omelyan emphasized that special attention is paid to the reforming of the Ukrainian Railways, according to the European legislation and standards. “We need to boost the process to complete the reform at the earliest possible. It is impossible to establish EU oriented transport system without deep transformation of the railway sector.”

During the visit, the Minister of Infrastructure of Ukraine also met with Mr. Anatoly Sivak, the Minister of Transport and Communications of the Republic of Belarus. The sides discussed a wide range of issues of bilateral cooperation, separately focusing on the prospects of the development of cargo transport on inland waterways. Volodymyr Omelyan stressed that the adoption of draft law on Inland Waterway Transport would increase delivery of goods through the territory of Ukraine and Belarus.
