“Initiation of high-speed traffic is the most important way of developing the market for rail passenger and freight transport,”- was stated by Volodymyr Omelyan, the Minister of Infrastructure of Ukraine during a meeting that was held on January 19, 2018. "First and foremost, it was conditioned because of the need to bring out passenger rail connections to a fundamentally new quality level that will ensure the growth of people`s mobility, and secondly, the need to preserve the existing passenger flow and attract additional passengers to increase profits," said Volodymyr Omelyan.

Such action will preserve and develop the transit potential of the state and reduce the time for the cargo transportation in internal traffic. The Minister of Infrastructure stressed that the first direction in which these technologies could be implemented might be the Kyiv-Odessa, Kyiv-Lviv interconnections, and in the perspective -  this work could be continued for the development of the connection with the EU countries and integration of the Ukrainian railway system into the European, in particular, the direction of Poland, Austria, Hungary.

"Taking into account world experience, it is necessary to prepare Technical Regulations, national standards that will contain rules and methods of research (tests and measurements), the relevant regulatory framework etc. for the introduction of high-speed railway traffic. Taking into account that PJSC "Ukrzaliznytsya" has great potential - both technical and experience in project development and implementation, the Company should act as the leader and initiator of this issue ", - suggested the head of the ministry.

According to the results of the meeting  that was aimed to solve the issues related to introduction of high-speed railroad traffic in Ukraine (as well as development of normative documents, standards, etc.), it was decided: to develop a step-by-step algorithm of actions, to study the world experience of high-speed traffic introduction , including such leaders as Germany, Spain, France, etc.; to involve foreign specialists in consultations, including specialists of the Twinning project within the framework of the Ministry's support, to determine the priorities for the beginning of this work; create a working group.
