The state has nothing to do where business works successfully, - Volodymyr Omelyan

The attraction of investments is extremely important for the development of Ukraine's infrastructure. The most effective owner is private, and the state has nothing to do where business works successfully. Volodymyr Omelyan, the Minister of Infrastructure of Ukraine stated the above during the American Chamber of Commerce Round Table "Ukraine on the Pace of privatization" held on the May 16, 2018.

The head of the Ministry of Infrastructure noted that a private initiative and world investors would give the country a new quality of business. Therefore, the Ministry of Infrastructure supports the transfer of all small and medium-sized state companies to the State Property Fund of Ukraine with their further sale. "Concerning state-owned companies, first of all, seaports that are related to strategic objects and are forbidden for privatization, they should be transferred to a concession. The concession should be for long period with clear conditions that satisfy interests of the state, business and, of course, contribute to the increasing of workplaces and development of the port infrastructure ", - said Volodymyr Omelyan.

According to the Minister, it is necessary that the mechanism of concession will be normal and high-quality.  When state property remains to state, but is given in operation by large private companies for a long period. "We are not just waiting for the adoption of the Law on concession, but work on the lead. Together with SPILNO office and the Reform Support Team, we are preparing a number of strategic projects for investors, both with pre-feasibility study і out-feasibility study. We already have 10 such projects in different spheres. And the Ministry of Infrastructure is in fact the first and almost the only Ministry that approaches to this work systematically", - Volodymyr Omelyan stressed.

In particular, the Ministry of Infrastructure, with the support of the EBRD and the IFC, implements three pilot projects aimed on the development of seaports in terms of public-private partnership: State enterprises "Stevedoring Company Olvia", "Kherson Sea Commercial Port" and railway-ferry complex of the Sea commercial port of Chornomorsk. In addition, there have started preparations for the concession of State Enterprise "Sea Commercial Port "Yuzhny".

"We already have a clear intention from the world №1 port operator Hutchison Ports come to the port "Chornomorsk". Together with the State Property Fund, we work to ensure this tender were conducted transparent and high-quality", - the head of the Ministry emphasized.

The Minister of Infrastructure of Ukraine also drew the attention of the participants and guests on the necessity for an integrated approach. "We are so enthralled with grain terminals that, today their capacity is doubled by demand. Therefore, we have to work on the general logic of the development of the entire state and diversification of markets. It is necessary to concentrate not only on coal, metal, grain as the basic cargo for the port "Yuzhny" and others, but to look from the perspective of development. Only in this way we will be able to attract more cargo and investments in Ukraine, became a hub between Europe and Asia, create additional cost on the territory of our seaports", - Volodymyr Omelyan stressed.
