17 December 2018, 18:00

The implementation of investment projects in conjunction with the relevant reforms of the transport sector will ensure economic growth and improve transport links and trade between Ukraine and the EU.

Volodymyr Omelyan, the Minister of Infrastructure of Ukraine, stated the above during the fifth meeting of Ukraine–European Union Association Council, on December 17, 2018 in Brussels.

Volodymyr Omelyan noted that the Ministry of Infrastructure of Ukraine developed and approved the National Transport Strategy of Ukraine for the period up to 2030 and, together with European experts, prepared an Action Plan for 2019-2021 on the implementation of the National Transport Strategy of Ukraine up to 2030.

"As for today, together with the Parliament, continues work on the adoption of European integration laws in the field of rail, road, inland water transport, as well as legislation on the transport of dangerous goods. In addition, this year we have established the State Service for Marine and River Transport. But the Ukrainian side is still expected a positive decision on the inclusion of Ukrainian inland waterways to the regional TEN-T network and a change in the position of the Romanian side on the inclusion in the TEN-T of the Ukrainian part of the Danube River", - the Minister said.

The head of the Ministry noted that the Ministry pays special attention to the development of aviation, regional airports of Ukraine and the liberalization of the air market: “Ukraine is ready to sign the Agreement on the Common Aviation Area and we hope that it will be signed the next day after Brexit”.

Volodymyr Omelyan focused the European side on problematic issues that related to the transportation of cargoes by road transport with EU member countries, the search joint solutions on restrictions of access to the road transport market and the liberalization of international transport market between Ukraine and the EU.

The Minister of Infrastructure stressed that the implementation of priority investment projects together with the implementation of relevant reforms in the transport sector will help to attract investment and ensure economic growth, that  in turn, will help optimize the existing financial support from various international donors, improve transport links and trade between Ukraine and the EU and create new workplaces.

Concluding his speech, Volodymyr Omelyan stressed on the situation in the Azov Sea due to Russia's illegal actions: "The Russian Federation continues to brazenly violate the fundamental principles of international law and its own international obligations. Through its aggressive actions it carries a direct threat to the national security of Ukraine, makes deliberate measures to reorient traffic flows and gradually eliminate the national transportation system from the network of traffic flows. All this has a direct impact on the deterioration of trade and economic cooperation with our partner countries and cargo flows passing through the territory of Ukraine. The socio-economic situation in ports of Mariupol and Berdyansk has become critical. Starting from April 2018, with the beginning of so called ‘inspections’ of vessels by Russian Federation, cargo turnover and the number of vessels in the seaports of Mariupol and Berdyansk decreased by almost half. It is very important that Ukraine, Europe and the whole world unite together in countering Russian aggression, in particular, imposing sanctions on Russian sea ports, especially in the Sea of Azov, carriers that that violated the rules of Ukraine's airspace, shipowners who entered the closed ports of the Autonomous Republic of Crimea and Sevastopol, as well as support of Ukraine in international organizations and international forums ".
