In 2019, the railway connection with the EU will be expanded, - Volodymyr Omelyan
On January 31, 2019, during the press conference at the Ministry of Infrastructure of Ukraine, Volodymyr Omelyan, the Minister of Infrastructure has presented plans for the road, rail, maritime and postal industries of Ukraine for 2019. The event was also attended by Slawomir Novak - Head of the State Agency of Automobile Roads of Ukraine, Yevgen Kravtsov - Chairman of the Board of JSC "Ukrzaliznytsya", Raivis Veckagans - Head of the State Enterprise Ukrainian Sea Ports Authority and Igor Smilyansky - General Director of JSC "Ukrposhta".
Commenting on the prospects of the development of the Ukraine’s railway industry, Volodymyr Omelyan emphasized: “Last year Ukrzaliznytsia finally began its reform. And I am pleased to see good, positive changes that are occurring in corporate governance, in procurement and the improvement of passenger and freight traffic. From the positive changes, I would like to mention our joint program initiated by the President of Ukraine on the improvement connection with Mariupol. We also plan to introduce train connection Kviv-Berlin and Mukachevo-Kosice this year. We continue our policy on the expanding of transport connection with the EU”.
The Minister of Infrastructure of Ukraine also positively noted the registration at the Verkhovna Rada of Ukraine of the new draft Law "On Railway Transport of Ukraine" No. 9512: “This is the requirement of business and millions of Ukrzaliznytsya users”.
During the briefing, the head of the Ukrzaliznytsya Yevgen Kravtsov stated that the Strategy for the development of JSC "Ukrzaliznytsya" until 2023 was developed and handed over the document to the Minister.
“A lot has been done. Among the key things we are striving for - is to unite efforts and work out the decision at the level of the Government and Parliament to ensure guaranteed financing from the state budget of Ukraine for the next year on the key projects of Ukrzaliznytsia. We have to concentrate our efforts on the connection of Ukraine with the EU by the high-speed rail (so called euro – railway). Our vision is that it should be Lviv - Kyiv - Odessa. This is from what the high-speed passenger and container traffic will start, and what will gave for business and ordinary clients of Ukrzaliznytsya to enjoy the advantage of modern transport ”, - Volodymyr Omelyan said.
He also added that Ukrzaliznytsya together with the Kyiv City State Administration should work out the issues of suburban trains and development of the Kyiv railway station: “Together with the mayor of Kyiv we agreed to work out the issues of suburban communication and development of public space around the central Kyiv station. We are convinced that this may be a city sight and due to this, we will create another business or transport center of the Ukrainian capital. This work has already begun and I hope that in a few weeks we will be able to present its results to the public. We also do not exclude that the Kyiv Central Station will be one of the first pilots concession project”.
Yevgen Kravtsov noted that one of the key issues Ukrzaliznytsia is working on is the tariff policy, in particular, the introduction of a mechanism of automatic indexation of tariffs for freight transportation, the convergence of tariff classes and the unification of tariff for empty runs: “This will allow to increase the volume of transported products by 5 million tons, the amount of repaired rolling stock and infrastructure, and fulfill the capital investment plan in the amount of 24.5 billion UAH”.
According to Yevgen Kravtsov, over the next 10 years, Ukrzaliznytsia requires 480 new electric locomotives and is looking for a strategic partner for the implementation of this project: "Localization of production should be up to 50%. The selection of the partner company will be held in 2019”.
He also noted that in the current year 46 new passenger cars will be purchased, 64 will be restored, 3 new suburban trains will be acquired and 24 restored. Also, there will be started work on the electrification of the Dolynska-Mykolaiv-Kolosivka and Kovel-Izov sections.
