The implementation of concession projects in the ports of Olvia and Kherson will start in 2019, - Volodymyr Omelyan
On January 31, 2019, during the press conference at the Ministry of Infrastructure of Ukraine, Volodymyr Omelyan, the Minister of Infrastructure has presented plans for the road, rail, maritime and postal industries of Ukraine for 2019. The event was also attended by Slawomir Novak - Head of the State Agency of Automobile Roads of Ukraine, Yevgen Kravtsov - Chairman of the Board of JSC "Ukrzaliznytsya", Raivis Veckagans - Head of the State Enterprise Ukrainian Sea Ports Authority and Igor Smilyansky - General Director of JSC "Ukrposhta".
Commenting on the development of the port industry, Volodymyr Omelyan emphasized: "For the first time in Ukraine, two pilot concession projects will start this year. And I am proud that it is in the transport sector - in the port industry. So, 2019 is the beginning of the concession of the state sea ports “Olvia” and “Kherson”. Last year, we developed completely all the documentation that meets the highest European standards. It is ready, and its quality has attracted more than 25 international and Ukrainian companies. Therefore, we hope that the battle for these two ports will be high quality. According to our calculations, the state should receive in several times more revenues than from existing forms of leasing in similar ports. These projects have been already approved both in our Ministry and in the Ministry of Economy. And I am convinced that there is a political will for a transparent concession in the state, and we will show how to work with large foreign investors. According to our calculations, at least UAH 1.8 billion will be attracted in the first stage of the implementation of these projects. "
Raivis Veckagans, the head of the USPA, said that the amount of business investments and investments of the USPA in 5 projects, the implementation of which the company plans to complete in 2019, is UAH 16 billion. These are reconstruction of berths in the ports of Odessa, Mariupol and Mykolayiv, as well as reconstruction of the channels in the port “Yuzhny” and dredging in the port “Chernomorsk”, etc.
“A lot has been done. The cargo traffic through the Ukrainian seaports are increasing. We have saved taxpayers hundreds of millions of hryvnias on transparent tender purchases for the last two years. 2019 will bring many victories for Ukraine in the maritime industry. I recently returned from negotiations with large Arab companies and they are interested in investments in Ukraine. They consider the seaport in Odessa, not only as a port, but also as a convenient place for the so-called "marina", where it will be possible to create a wonderful public space, all the amenities for cruise liners and a wonderful promenade and business zone ", - Volodymyr Omelyan said.
“I also would like to emphasize on the importance of Azov. We will not forgive the Russians neither the occupation of the Crimea, nor the war in the Donbass, nor the deaths of Ukrainians, nor the seizure of our sailors — we will not forgive a single penny for the lost cargo flows of Mariupol and Berdyansk. I am convinced that in addition to the "Azov package" sanctions, which are now being prepared jointly with our western partners, we will be able to get help from the European Commission. This week, the EU Mission is in Mariupol and Berdyansk. We consider that due to the assistance of the European Union, there should be built the road that will connect Mariupol, Berdyansk and Kherson. As follows, we will unite all Ukrainian seaports with Go Highway and transport corridor with the EU. It is also should be invested significant funds in the improvement of the railway connection in the direction of Mariupol ", - the head of the Ministry of Infrastructure of Ukraine added.
