It is necessary to improve the procedure of ecological and radiological controls of vessels at the sea ports of Ukraine - this is in the interests of all market participants. Volodymyr Omelyan, the Minister of Infrastructure stated the above during the meeting in American Chamber of Commerce which was held on August 9, 2018.

The meeting was attended by Andy Hunder, the President of American Chamber of Commerce, Ostap Semerak, the Minister of Ecology and Natural Resources of Ukraine, Raivis Veckagans, the Head of «Ukrainian Seaports Authority», Dmytro Petrenko, the Head of State Service of Ukraine for Maritime and River transport, Viktor Kantsurak, the Deputy Head of State Ecological Inspection of Ukraine, representatives of the Ministry of Finance of Ukraine, the State Fiscal Service of Ukraine, the State Border Guard of Ukraine and others.

The participants of the meeting discussed the regulation of the implementation procedure for the ecological and radiological controls in Ukrainian ports and of the ballast water sampling procedures.

"Protection of ecology, unimpeded movement of vessels and observance of the interests of the state are the main objectives of improving the ecological and radiological controls of vessels in the seaports of Ukraine. We need not to collect fines for non-compliance with ecological safety standards, but to prevent such cases. It is in the interests of both business and the state. In order to ensure this, it is necessary to make procedures of controlling vessels and cargoes in seaports as transparent and comprehensible as possible. Therefore, all responsible central executive authorities and representatives of the business community should to work out problematic issues jointly and ensure unimpeded export and import of goods through the seaports" -Volodymyr Omelyan emphasized.

The head of the Ministry of Infrastructure noted that all interested parties, both from the state and business, should study the European experience and implement EU standards in the procedures of the ecological and radiological controls of cargo and of the sampling of vessels’ ballast water in the seaports. This will fully meet the interests of Ukraine in the implementation of the Association Agreement and will remove the possible corruption component, will avoid any divergences in the interpretation of the introduced norms and rules.

"It is necessary to quickly develop a simple and understandable procedure of interaction between the Ukrainian Seaports Authority and the State Ecological Inspection of Ukraine to ensure free shipping and timely delivery of goods and at the same time - compliance with legislation on environmental protection, prevention cases of emission of polluting substances within the port water area or of unlawful actions from the state or private companies " - the Minister of Infrastructure underlined.
