Ukraine and Italy agreed on mutual recognition of driver's licenses

On July 20, a new agreement was signed between the Cabinet of Ministers of Ukraine and the Government of the Italian Republic on the mutual recognition and exchange of national driver's licenses. The agreement was signed by Minister of Infrastructure of Ukraine Oleksandr Kubrakov and Minister of Infrastructure and Mobility of Italy Enrico Giovannini.

The document provides for simplification of the procedure for exchanging national driver's licenses for citizens of both countries. After the signing of the agreement, citizens of Ukraine will be able to obtain an Italian driver's license without passing the exams (theoretical and practical) and, as a consequence, without any financial cost.

The agreement applies to citizens of Ukraine who:

  • reside legally in Italy
  • are residents of the country for less than four years
  • have valid Ukrainian driver's licenses.

"It is important for us that Ukrainians can receive convenient government services not only at home but also abroad. This agreement reduces bureaucratic red tape and saves money for many of our fellow citizens. I am grateful to my colleagues from the Ministry of Internal Affairs. Thanks to coordinated work we managed to achieve this result, "Oleksandr Kubrakov said.

The new Agreement is a version of the previous one, which was concluded in 2015 for 5 years. According to the document, during the last year of the Agreement, the parties held consultations to extend it. The Ministry of Internal Affairs of Ukraine and the Ministry of Sustainable Infrastructures and Mobility of Italy worked on this document.

"This issue is very relevant for Ukrainians who legally live and work in Italy. The exchange procedure takes some time, because a special check is carried out to find out the validity of the documents. When a new Italian driver's license is issued, the Ukrainian one will be confiscated. Accordingly, the Italians will hand over the national document upon receipt of the Ukrainian one, " Deputy Minister of Internal Affairs Serhii Honcharov said.

According to the Main Service Center of the Ministry of Internal Affairs of Ukraine, over the 5 years of the Agreement, more than 22,000 requests for the exchange of driver's licenses by Ukrainians in Italy have been received and processed.

It should be mentioned that during the negotiations, the Ministers agreed to allocate an additional number of Euro V universal permits for carriers of both countries. Due to this, the Ukrainian side will be able to fulfill its international contracts by the end of the year.
