In order to ensure the rapid and effective development of public-private partnership mechanism in Ukraine, the Ministry of Infrastructure established a project office with the development of public-private partnerships.
The Project Management Office was established by the Ministry of Infrastructure in order to ensure the rapid and effective development of public-private partnership mechanism in Ukraine.
The main objective of the Project Management Office is to launch a mechanism of Public-Private Partnership in Ukraine.
The first part of the project aimed at changing Ukrainian legislation, the second is concentrated on the preparation and implementation of the first three pilot projects.
The infrastructure projects were chosen as the investments in the sector are not regular and their amount is considerably low. In addition, a high-quality infrastructure can become a base for the further development of other sectors.
Project office was set up with a joint initiative of the Deputy Minister of Infrastructure Nadiia Kaznacheeva and EasyBusiness NGO partner Yuri Gusev. Minister of Infrastructure Volodymyr Omelian and Deputy Head of Presidential Administration Dmytro Shymkiv also voiced a support for the initiative.
The main donor of the Project is Western NIS Enterprise Fund (WNISEF), that was funded by the U.S. government via the U.S. Agency for International Development (USAID). In 2015 WNISEF has launched a $35 million legacy program focused on export promotion, local economic development, impact investing and economic leadership. WNISEF is funding innovative, high-impact, reform focused programs and aims to support Ukraine and Moldova at this critical period by developing sound economic policy and leadership.
