Volodymyr Omelyan, the Minister of infrastructure of Ukraine, signed an Order on establishment of PJSC UkrPoshta at the joint press-conference with Igor Smelyansky, General Director of PJSC UkrPoshta, which took place on February 16, 2017, at the Ministry of infrastructure of Ukraine.

"Today we are turning an important page in the history of Ukrposhta as a state enterprise and start the new one - as a public joint stock company. Experts from the Ministry of infrastructure of Ukraine, State Property Fund of Ukraine and Ukrposhta  had a great collaboration, and today I have signed an Order on establishment of PJSC UkrPoshta and its new Articles of Association. Thus, Ukrposhta has become the third large state-owned company, which has undergone corporatization, after Naftogaz and Ukrzaliznytsya," Volodymyr Omelyan said. The Minister also noted that the next step should to be the formation of a professional management and an independent supervisory board, free from any political influence.

According to the Minister, the Ministry of infrastructure changes the approach to the management of state assets: "Changing the management should procure new quality, primarily for service users.”

Volodymyr Omelyan also underlined that there should be public discussion of the draft Law "On Postal services". "We are committed to a public and professional discussion of the draft law "On Postal Services", which I think, we will start in March. We will invite operators, domestic and foreign experts, in order to have a quality law".

Igor Smelyansky, General Director of Ukrposhta, presented a strategic plan for the next five years. The plan envisages reforming and increasing the company’s efficiency.   In particular, restoring the market segment of postal-logistic services, development of products and services, investments in upgrading the company and increasing Ukrposhta’s financial performance. Igor Smelyansky also presented Ukrposhta’s new management team.

Volodymyr Omelyan shared the following key recommendations of the Ministry to Ukrposhta:

• Ukrposhta should regain its market position of postal operators and services;
• Ukrposhta should be not only customer-friendly, but employee-friendly too;
• service quality and employees’ working conditions should be improved;
• great success is achieved by simple and timely decisions;
• equipping offices with computers, introducing IT-technologies to reduce queues and increase control over the postage are essential;

Volodymyr Omelyan also emphasized that the Ministry welcomes the introduction of open employment competitions for positions of regional managers.
