The Ministry of Infrastructure of Ukraine focuses on attracting into Ukraine world’s leading port operators such as DP World and Hutchison Ports – Volodymyr Omelyan

20 April 2017, 12:38

Volodymyr Omelyan, the Minister of Infrastructure of Ukraine, noted during the II Ukrainian Infrastructure Forum '17 that the Ministry of Infrastructure of Ukraine employs all efforts in order to assist the world's leading port operators such as DP World and Hutchison Ports to enter Ukraine. "We are focused on attracting in the Ukrainian economy world’s leading port operators - DP World and Hutchison Ports. These are not fictitious companies, but real investors who are ready to invest hundreds of millions, and, perhaps, billions of dollars in Ukraine's economy. Most importantly, they will change Ukraine."

Volodymyr Omelyan stressed that the Ministry of Infrastructure has initiated changes in the road, maritime and aviation sectors: "The Road Fund was established; preparation for decentralization of Ukravtodor has been commenced; the reforming of Ukrposhta has begun; and the program of development of electric transport market in Ukraine, including electric cars, has been presented. This fall, the largest low-cost European carrier Ryanair will be flying from Kyiv and Lviv airports. We actively continue to work on preparation of concession projects in ports and expect that this year, DP World and Hutchison Ports will enter two Ukrainian ports. We have an enormous opportunity to return freight transportation on the river. This will ease the roads and renew Dnipro its status of a large and majestic transport artery.”

According to the Minister of Infrastructure of Ukraine,  JSC “Ukrzaliznytsia” that has become one of the most powerful locomotives of Ukraine’s economy requires immediate and effective reforms.

“The ransport and infrastructure industries in Ukraine are spheres of opportunities for both Ukrainian and foreign investors,” Volodymyr Omelyan said. “We create new conditions for market development, increase the numbers of companies and expand their geography. Competition is the only incentive to move forward, a key to quality growth while reducing the cost of services.”

Volodymyr Omelyan also stressed that implementation of infrastructure projects requires much time. "An example is the construction of Beskydy Railway Tunnel. During its construction, twelve governments have changed and two revolutions have taken place. The infrastructure projects are indeed time-consuming. We expect that Beskydy Railway Tunnel will be launched this year. "

On a separate note, the Minister of Infrastructure of Ukraine stressed on the importance of attracting low-cost airlines in Ukraine. "We understand how important the attraction of large foreign companies such as Ryanair in the Ukrainian market is. A mere announcement that Ryanair enters the Ukrainian market has fundamentally changed the policy of domestic air carriers and airports. As a result, they are completely reviewing their development policies. We should give our citizens an opportunity to fly cheaply and safely. Air passenger traffic shows excellent growth, which confirms that the impact of public officials on business should be minimized. "

"Quality roads, modern port infrastructure, as well as cheap and safe high-speed railway are all a must-have for Ukraine. However, these are the basics. We should be ahead of the future, introduce new terms, new ideas and new industry. This follows the initiative of the Ministry of Infrastructure of Ukraine in respect of electric cars, which we have approached as comprehensively as possible. The draft law will be registered with Ukrainian Parliament and I look forward that the relevant transport committee, together with the Ukrainian MPs will support it. We create not just new economic cluster, but production of electric cars, and give Ukrainian citizens an opportunity to become a cutting-edge nation," Volodymyr Omelyan said.
