Today, on April 18, 2019, a press briefing on the launch of the pilot project "Internet of things on roads based on fifth generation 5G communication technology" was held at the Ministry of Infrastructure of Ukraine.

The briefing was attended by Volodymyr Omelyan – the Minister of Infrastructure of Ukraine, Jean-Erik De Zagon – the Head of the EIB Resident Representation for Ukraine, Dmytro Ponomarenko – Strategy Director at PJSC VF Ukraine, Dirk Lewandowski - Nokia, Head of CBT TEPS Central and East Europe, Olexander Laskvyi - Leading projects and programs manager at Nokia Solutions and Networks Ukraine.

Volodymyr Omelyan emphasized that the development of digital infrastructure is a necessary step for the modernization of the transport industry of Ukraine and is priority for the Ministry.

"During a meeting between the representatives of the Ministry of Infrastructure of Ukraine and Nokia Company in Berlin, we announced about the joint intentions to implement the pilot project "Internet of things on roads based on fifth generation 5G communication technology". Our main goal is to make roads "smart" and integrate the whole transport infrastructure into one intelligent network, ensuring the safety and comfort. This project is one of the most important and priority for the Ministry of Infrastructure of Ukraine. It will create a virtual information network that will help to solve such problems as road safety, traffic monitoring and analysis of traffic flows", - the head of the Ministry said. "We have already signed a memorandum with our international partners, which provides cooperation in the implementation of the pilot project. A work on the installation of equipment on the pilot section of the H-01 highway yesterday have start. This is an important step in making our roads smart."

According to the Minister, the project is divided into 3 stages:

  1. The pilot, within the framework of which first two months on a separate section of the road we will test the technology of the Internet of things on the road and collect statistical data using the LTE network. From the second half of 2019 using the 5G.
  2. An expanded pilot in the framework of which we will scale the project and cover the whole particular road.
  3. A full-scale project that provides the coverage with latest technologies all international highways of Ukraine.

The head of the Ministry noted that the implementation of this project would be an excellent example of cooperation between the public sector, telecommunications operators, equipment suppliers, system integrators and others.

"We highly appreciate the participation in pilot project such partners as Nokia, Vodafone, Ukrainian Innovative Technologies, Ukravtodor and Digitalization and Cyber Security Center. We look forward to further productive cooperation", - Volodymyr Omelyan emphasized.

Jean-Erik De Zagon - Head of the EIB Resident Representation for Ukraine said: "Innovations are quickly implemented in Ukraine. If in 2014 we talked about the launch of 3G, now we are already talking about 5G. We welcome the success of Ukraine. The EIB has a special unit that deals with intelligent transport systems. Now, we have about 1 billion euros in commitment for this kind of activity".

According to him, the use of intelligent transport systems technology is a matter of road safety: "Today, the EU and the EIB are working to ensure road safety, both in the EU and in Ukraine. Now we are working in this direction in 6 Ukrainian cities and welcome the idea of the Minister to ensure road safety at the national level. The EIB is happy to help such projects".

Dirk Lewandowski - Nokia, Head of CBT TEPS Central and East Europe said: "Nokia is pleased to be involved in this technological and high-innovation project in Ukraine. First, it is about improving of the road safety, reducing chaotic traffic and ensuring the ecological use of transport. We welcome the intention of the Ministry of Infrastructure to implement this project on the basis of 5G network. In the first phase of the project, we want to show what opportunities exist for road safety. Together with our partner Ukravtodor, we want to make a concept for appropriate coverage of all roads. We are glad to the Ministry that gathered together such partners".

Dmytro Ponomarenko – Strategy Director at PJSC VF Ukraine said: "Over the past four years, Ukraine has really gone through an impressive way. Four years ago, we did not have a 3G network, and now it covers almost 90% of the Ukrainian population. A little more than a year has passed from the competition from the state on LTE network in Ukraine. Now it covers almost a half of the population of Ukraine. The European countries passed this way for many years, and Ukraine overcame it in a year, and this is really impress. Such tangible progress is possible only thanks to the fruitful cooperation of the state with such partners as Nokia and Vodafone, which have a worldwide experience. The company's investment in Ukraine amounted to UAH 22 billion since 2015. These money works for infrastructure and for the country. We see how technologies have changed the world in which we live, and how life has changed. The Internet of Things project combines the most advanced digital technologies. "

Summing up the event, the Minister of Infrastructure said: "I am sincerely proud that we are moving fast, and can say: “Yes, Ukraine is among the top 10 countries in the world that are testing the 5G network". These are completely new technologies that open up unprecedented opportunities for us, comparing with all other standards. I am proud that we are doing this in Ukraine. I am glad that we start it in Kyiv and have global companies that believe in our country and are ready to work out this product in Ukraine. This is a good start and it is important for us not to stop".
