"The Black Sea Grain Initiative": the electronic queue during the planning of entry and exit of vessels to/from the ports of the “Big Odesa” makes the process transparent, but does not solve the problematic issues of vessels’ inspections in the Bosphorus.

Improvement of the electronic queue operation, online chats implementation, regular meetings with port operators and the business community, online monitoring of vessel inspection, update of the information on the USPA official website on a daily basis — all these activities optimize and make the process transparent for all market participants. We already recognize the queue reduction from 150 vessels to 90 for entry and exit. Of course, this rate of the "queue reduction" is the result of the synergy of the private business and the government authorities, but it cannot satisfy the need of ports and terminals, which is about 40 ships per day. The main reason for the vessel queue remains the destructive position of the russian federation when carrying out inspections in the Joint Coordination Center. The russian party continues to systematically and unjustifiably delay the inspection of vessels and their registration for participation in the "Black Sea Grain Initiative". An average of 5-6 inspections out of 10 scheduled are carried out every day. Although, in March, it was approved by all parties of the Joint Coordination Center to carry out 303 inspections, only 168 took place. All this leads to a week-long or even a month-long vessels detention in the territorial waters of Turkey.

As a result, Ukrainian ports operational capacity decreased to 30-35%, almost 15 million tons of food cargoes were “under-exported”, cargo owners and Ukrainian farmers suffer significant losses, while countries that are in need do not receive extremely necessary Ukrainian grain on time.
