Anatoliy Timenko has worked for the Reform Support Team since 2017 as a Senior Project Manager of the Maritime Sector Reform. He has 15 years of professional experience in the public and private sectors. He has worked at the State Enterprise "Ukrainian Sea Ports Authority" (USPA), the Department of State Policy in Maritime and River Transport of the Ministry of Infrastructure, the State Hydrographic Service, and the Shipping Register. He participated in the reform of inland waterway transport, reorganization of Ukrainian seaports and attraction of investments for their sustainable development, processes of stimulating efficiency and transparency in the field of sea and river transport, and implementation of EU directives in the maritime sector. 

Since the beginning of the full-scale invasion, Anatoliy Timenko has been working on expanding the sanctions list in the transport sector against the russian federation, raising funds to restore transport infrastructure, ensuring the supply of critical goods to Ukraine, and developing European integration regulations. 

Anatoliy Timenko and RST experts are currently involved in the work on RDNA3, which the Ministry is carrying out in cooperation with the World Bank, the European Commission, the UN, and other international partners. The RDNA3 is a report based on assessing Ukraine's damage and restoration needs. The main focus is to determine the war's impact and recovery and reconstruction needs. The report will be published at the beginning of 2024 and will contain updated data on the consequences of the full-scale russian invasion from February 24, 2022, to December 31, 2023. It will provide a clear understanding of the cost of recovery based on the "build-back-better" principle, the priority areas of recovery in 2024, and the necessary reforms to attract the private sector. In addition, the RDNA3 will contain the relevant tasks of the Ukraine Plan until 2027.

The team's experts will provide professional support in enhancing the capacity to develop and implement priority strategies and reforms and formulate policies in priority areas. 

The Recovery and Reform Support Team under the Ministry for Community, Territories, and Infrastructure Development of Ukraine (Ministry for Restoration) is a group of Ukrainian professionals (non-civil servants) funded temporarily by donors through the Ukraine Recovery and Reform Program (URA). It provides targeted technical support and assistance in designing and implementing priority reforms. URA 2.0 is a comprehensive technical support program developed by the EBRD in partnership with the European Union, with the primary objective of facilitating the transition to modern, effective public administration and developing the new civil service's structure, processes, methods, and capacity. The EBRD manages and implements the program financed by the Multi-Donor Stabilization and Sustainable Development Account. The most prominent donors are Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States, and the European Union as the largest donor.
