Visit of the Ukrainian delegation to Estonia: the countries are working together on housing policy reform
Nataliya Kozlovska, Deputy Minister of Communities and Territories Development, said this during the 11th Baltic Housing Conference. The deputy spoke about the state of implementation of the housing policy reform provided for the Ukraine Facility Plan and the Government's Action Plan. Ukraine is studying and using Estonian experience in preparing changes to the legislation that regulates housing stock management.

"During the full-scale invasion and significant destruction of housing infrastructure caused by russia, Ukraine, with the participation of a wide range of international partners, continues to work on the modernization of housing policy. Also, despite the ongoing military aggression, we have successfully implemented a compensation policy for damaged and destroyed property. We cannot afford to wait for the end of hostilities; the restoration of the country is happening here and now, according to the principle of “build back better,” she said.

At the conference, the renovation projects of multi-apartment buildings in the cities of Mykolaiv, Kharkiv, and Zhytomyr, which were prepared as part of the project with Estonian colleagues, were presented. Also, practical issues regarding the application of the acquired experience of complex renovation of the housing stock during the development of the specified projects and their future distribution on the territory of Ukraine were discussed.
Nataliya Kozlovska also held a bilateral meeting with the Minister of Infrastructure of Estonia, Vladimir Svet, during which the parties discussed directions for further cooperation between departments and states, in particular, regarding:
- overcoming the consequences of destruction in the spheres of residential and energy infrastructure and measures for their restoration taken by the Government;
- practical implementation of the requirements of the 305th regulation, including the application of Eurocodes in construction and other harmonized standards for construction products;
- application of Estonia's experience in the complex renovation of residential buildings and readiness to promote its spread in Ukraine;
- exchange of experience in the restoration of architectural monuments;
- handling waste from destruction, and the possibility of processing and reusing it.
Vladimir Svet testified that Estonia is open to Ukraine’s full support in carrying out the necessary reforms to achieve EU membership.

The Ukrainian delegation’s working visit to Estonia is devoted to implementing the project “Towards Ukraine’s Residential Reconstruction: A Capacity-Building and Cooperation Programme for Housing Recovery in Kharkiv, Mykolaiv and Zhytomyr.” The program is implemented by EKYL in cooperation with UNECE and with the assistance of the Government of Estonia.
The project involves studying Estonian experience in complex reconstruction, thermal modernization, and management of multi-apartment buildings and developing projects to renovate six residential buildings in Kharkiv, Mykolaiv, and Zhytomyr.
