Even before the full-scale invasion of russia, the French Republic systematically supported projects in Ukraine. From 2022, the level of this support has increased significantly. Currently, there are several areas of French assistance – the development of railway infrastructure, cooperation in air transport, the reconstruction of the Chernihiv region, and, in particular, the Chernihiv Drama Theater.

This was emphasized by the Deputy Prime Minister for the Restoration of Ukraine - Minister for Communities and Territories Development of Ukraine, Oleksiy Kuleba, during a meeting with the Special Envoy of the President of France on economic aid and reconstruction of Ukraine, Pierre Heilbronn.

"France's support is very important for our country's struggle, from strengthening the Armed Forces to helping with reconstruction. Now, our goal is to prepare the infrastructure for the needs of our citizens in frontline areas, peaceful cities, and our military. The spectrum of our cooperation is wide; we sincerely welcome France's help," said Oleksiy Kuleba.

The Minister noted that, within the framework of the grant agreement with the French Republic, submission and selection of restoration projects are carried out through the DREAM digital ecosystem. EUR 200 million is expected to be received through the Fund for the Support of Critical Infrastructure and Priority Sectors of Ukraine's Economy.

Also, within the framework of bilateral cooperation, a support project for Ukrzaliznytsia is ongoing. According to the previous contract, the French side should deliver 19 thousand tons of railway rails, which will allow the updating of 150 kilometers of tracks. The first batch of deliveries is scheduled for January 2025.

Pierre Heilbronn emphasized that he expects constant cooperation. «I am very enthusiastic to work with the new minister, we will strengthen our cooperation in key areas such as infrastructure projects and decentralization," said Pierre Heilbronn.

Oleksiy Kuleba emphasized that Ukraine is interested in continuing two joint projects—Kyiv's water supply and work in the field of air transport. Although Ukraine’s skies are currently closed to civil aviation, the Ministry for Restoration continues to support it. The Ukrainian side is interested in supporting the restoration of the air navigation system and expanding the training program for Ukrainian State Air Traffic Service Enterprise (UkSATSE) personnel.

Pierre Heilbronn, in his turn, emphasized that all joint projects move dynamically and are constantly developing. In bilateral cooperation, France focuses on supporting Ukrainian regions and the development of local self-government, as well as specific critical infrastructure projects.
