The Council of Europe Development Bank is ready to significantly expand cooperation in housing projects

This will provide housing for thousands of families whose homes were destroyed by armed aggression.

As part of the "HOME: Compensation for destroyed housing" project, the Council of Europe Development Bank is ready to significantly expand the volume of financing in 2025. This will provide housing for thousands of families whose homes were destroyed by armed aggression.

Oleksiy Kuleba, Deputy Prime Minister for the Restoration of Ukraine—Minister for Communities and Territories Development of Ukraine, and Carlo Monticelli, Governor of the Council of Europe Development Bank (CEB), agreed upon this during the meeting.

"We are laying a solid foundation in the Ministry for the comprehensive development of communities and territories. It's not just restoration. These are conditions and opportunities for Ukrainians, for those who return from the front, who will return from abroad, and for displaced people. Therefore, compensation for lost housing is an important component of this process. Ukrainians are ready to rebuild their own homes or build new ones, but they need support," Oleksiy Kuleba said.

For his part, Carlo Monticelli emphasized that his visit to Ukraine signals further support for Ukraine: "During the year of our cooperation, we achieved significant results—we approved two aid programs, and the next step is to confirm another one, in particular, a housing program for internally displaced persons."

This year, thanks to the financial support of the Council of Europe Development Bank, a loan of 100 million euros, almost 3,000 people who suffered as a result of armed aggression will be able to buy their own homes, and the process of implementing the first phase of the joint project has already begun.
