On October 31, 2019 between the State Agency of Automobile Roads of Ukraine and the Chinese company Poly Changda Engineering Co. Ltd was signed a Memorandum of Cooperation in the framework of the construction of the Great Ring Road around Kyiv "Transport link between M-05 Kyiv-Odesa and M-06 Kyiv-Chop". The Memorandum was signed in the presence of the Minister of Infrastructure Vladyslav Kriklii.

Vladyslav Kryklii stressed that the signing of the Memorandum is an important stage of cooperation for the beginning of construction of the ring road around the city of Kyiv.

“Our goal is to ensure 40% growth of the country's economy in 5 years, and for this we need to ensure large-scale construction throughout the country. Any infrastructure project gives the return with the greatest multiplier. Every dollar invested today will give plus $ 2 for the economy in a year. We are very pleased that Poly Changda Engineering shares our big investment plans, and especially in such important projects as the Great Ring Road around Kyiv. In Ukraine, there was no experience of concession roads, so it is very important to start such projects with large reliable strategic partners. I sincerely believe that our joint experience will be positive and we will be able quickly complete all the necessary preparatory technical and economic calculations and begin construction next year”, - Vladyslav Kriklii said.
