Today, April 5, as a part of the official visit of President of Ukraine Volodymyr Zelenskyy to the State of Qatar, a Memorandum of Understanding was signed between the Ministry of Infrastructure of Ukraine and the Ministry of Transport and Communications of the State of Qatar on mutual recognition of diplomas/certificates of seafarers.

“Protection of the rights and interests of Ukrainian seafarers is one of the main priorities for the Ministry of Infrastructure of Ukraine. The Memorandum of Understanding just signed with the Ministry of Transport and Communications of Qatar opens a window of new opportunities for further professional development of our seafarers. The Memorandum will create an appropriate legal mechanism for mutual recognition of diplomas/certificates of seafarers between our countries. What is important is that it will promote further employment of Ukrainian sailors on board ships flying the flags of the State of Qatar. I am grateful to the Qatari side for its comprehensive interest in the transport sector of Ukraine and I hope for further fruitful cooperation,” Minister of Infrastructure of Ukraine Vladyslav Kryklii said.

This Memorandum provides for the settlement of the issue of areas and forms of cooperation between Ukraine and the State of Qatar in the field of maritime transport and education. Therefore, rule 1/10 of the Manila Amendments to the Annex to the International Convention Standards of Training, Certification and Watchkeeping for Seafarers of 1978 provides that the Flag State Administration shall ensure the recognition of diplomas/certificates of seafarers by its validation. 

It should also be recalled that an agreement to make an additional contribution from QTerminals under the project of concession of the specialized sea port Olvia was also signed in Qatar today.
