The Government of Ukraine imposes a ban on air transportation with the Republic of Belarus

Period of validity: from midnight on May 26, 2021 

The purpose: to ensure the safety of aviation and society

Precondition: the Ryanair passenger plane made a forced landing at Minsk airport on May 23, after that the Belarusian oppositionist Roman Protasevych was detained.

Legal basis: in accordance with part one of Article 49 of the Law of Ukraine “On the Cabinet of Ministers of Ukraine” and part four of Article 10 of the Air Code of Ukraine.

In accordance with the Cabinet of Ministers of Ukraine decision the ban imposed on:

  • any types of flights operations to / from between destinations located on the territory of Ukraine and the Republic of Belarus by Ukrainian operators

  • any types of flights operations performed by Ukrainian operators in the airspace of the Republic of Belarus.

The decision is the responsibility of the Ministry of Infrastructure of Ukraine, the State Aviation Administration of Ukraine and the Ukrainian State Air Traffic Services Enterprise “UkSATSE.” The State Aviation Administration and the Ministry of Foreign Affairs should, in accordance with the established procedure, ensure appropriate measures and inform the relevant bodies of the Republic of Belarus about this prohibition.

"The events in Belarus have become an international precedent. Our priority is the safety of passengers and aviation. The priority is the prompt organization of all activities in strict accordance with international and national law.

For its part, Ukraine is ready to provide maximum support to states and private companies in the process of restructuring routes through our airspace," Minister of Infrastructure of Ukraine Oleksandr Kubrakov said.

International partners: on May 24, EU leaders called on European airlines to avoid flights over Belarus territory and to impose additional sanctions on the Republic of Belarus “as soon as possible.” The decision has not yet entered into force. It has to be agreed and approved by the EU Council of Ministers.
