Investment projects and stronger cooperation with France: results of Paris InfraWeek 2021

The week of the international infrastructure conference Paris InfraWeek 2021 came to an end. The Ukrainian delegation headed by Minister Oleksandr Kubrakov presented key infrastructure projects of Ukraine at one of the largest investment platforms in the world.

“Every year, the French Ministry for the Economy and Finance holds a conference on infrastructure investment. This year Ukraine is in the focus of Paris InfraWeek conference. This was facilitated by two key factors – the active cooperation of our countries over the past 2 years and the first notable results of the Great Construction program.

In 2021, Ukraine and France signed a framework Agreement totaling more than 1.3 billion euros. The new directions that we have presented these days will potentially attract another investments, ” Minister of Infrastructure of Ukraine Oleksandr Kubrakov says.

     

What key projects did Ukraine present in Paris?

Construction of Krakovets - Lviv - Brody - Rivne road – the result of the project should be the creation of the first concession road in Ukraine. The goal is to create a comfortable high-speed route. The planned length of the road is 262 km. It is expected that by the end of the year the development of the feasibility study will be completed and the construction of the road will start next year.

Aviation and air services

This summer, the Ministry began cooperation with the French consulting company Aérogestion on the creation of the National Air Carrier.

Options for cooperation between SOE "Antonov" and AirBus are being explored as part of the development of the concept of the National Air Carrier. It is a question of creation of the new European center on modernization of foreign passenger planes in cargo (passenger to freighter conversion) on production capacities of SOE "Antonov".

Modernization of Boryspil International Airport into the largest air hub in Eastern Europe is a long-term goal of the development of the aviation market in Ukraine. It should be mentioned that in 2021 Boryspil Airport became one of the 15 most efficient airports in Ukraine. The plans of the Great Construction program: to attract UAH 12 billion for the development of freight transport infrastructure, and another UAH 5 billion for passenger transportation.

New rolling stock for Ukrzaliznytsia

Currently, the French company Alstom and Ukrzaliznytsia are finalizing a contract for the purchase of 130 freight electric traction in Ukraine. This is part of a large-scale state program to upgrade rolling stock on Ukrainian railways, namely locomotives, passenger and freight cars, etc.

The focus is on orders for Ukrainian car-building plants. However, foreign companies are also considered for participation in the program, with the obligatory condition of localization of production in Ukraine. This brings us closer to the main goal – upgrading Ukrzaliznytsia trains, as well as providing fast and comfortable rail travel.
